I sold Rolex for many years and have owned several. Most likely, your watch needs what is called a "clean, oil and adjust". Very common if your Rolex is 5 years old or more. In all of my years selling Rolex, I have never seen the need to have a watch sent to Switzerland, unless it was an exotic cosmograph or so. The service centers in New York, Dallas and now, Beverly Hills all do excellent work, and the turn around time is usually a little bit less that what you are quoted on the take in. Rolex service costs are fixed by Rolex and your local Official Rolex Jeweler CANNOT charge more than that (with excetion to shipping-usually US registered mail) or risk Rolex closing they're account. As to an Official Rolex Jewelers on-site watchmaker, some are very good and will do an (almost) factory quality service. Some of those watchmakers you wouldn't want changing the "cell" on your Seiko.
