Customs Duties

I am a relatively new collector. I've noticed that many of the Asian internet dealers have the lowest prices for the watches that I'm interested in buying. However, after taking into account U.S. customs duties, credit card surcharges, and the 2% charge that most credit card companies assess to convert charges made in foreign currencies to U.S. dollars, am I really that much better off buying abroad versus buying from a U.S. dealer? What is the U.S. Customs process for mail order purchases and what percentage of the cost is the usual assessment?
