would place it to 1972/3! a 1995 one should have a six figure number preceded by an "S" or "W". He may have misread the "S" as a "3" though. Not difficult to do.
As to the value of one, others can probably answer this better than I but I think $26/2700 would count as a good buy.
Is it impossible for you to see the watch before you part with your money?
